Ever Since I updated my Mac OS to Sierra. Every time I open any webpage and click on any link scam page pop up in a new tab. On some occasion the links are even disabled. Is anyone else having the same issue? is there any solution for this?

You might have adware/malware installed. See if relaunching Safari with the Shift key down clears the issue.

Same thing happened to me last night after I downloaded Safari V10.0. Ran my anti-malware software and it detected 10 items of malware. It all came in with the Safari Update.
I use Malwarebytes-Anti Malware. It removed all the Malware.
Ran my anti malware app found 7 malware and spyware.
